Set the Instant Pot to SAUTE and place the ground beef in the pot. Stir meat until it is browned, approximately 10 minutes.
Remove from the Instant Pot and drain the grease.
While the meat is draining add the onions and jalapenos to the pot and saute until softened, approximately 5 minutes.
Press cancel to turn off SAUTE.
Add the browned ground beef, salt, black pepper, chili powder, cumin, onion powder, garlic powder, chipotles in adobo, beef broth, diced tomatoes, and black beans to the Instant Pot along with the cooked onions and jalapenos.
Lock lid in place and turn valve to SEALING.
Set Instant Pot to HIGH pressure for 30 minutes.
When timer goes off hit CANCEL and let it do a 10 minute natural release before turning the valve to VENTING to release the remaining pressure.
Remove the lid and stir in the red wine vinegar.
Serve with shredded cheddar cheese or a dollop of sour cream.
