Place the chocolate chips in a small, microwave safe bowl and microwave for 30 seconds. Stir and repeat until the chocolate is melted and smooth.
Spoon the melted chocolate into a sandwich bag. Snip off the tip of one corner of the bag and squeeze it into the martini glass making a swirl of chocolate around inside of glass.
Place glass in the refrigerator to let chocolate harden.
Place 3-4 cubes of ice in the martini shaker and add the chocolate liqueur, creme de cacao, vodka, and salted caramel creamer. Shake well.
Place a strainer over the top of the shaker and pour the drink into the prepared martini glass.
